You can't apply for a work permit in Canada unless you already have a job offer from a Canadian company which has permission to hire foreign workers. That company must send you a labour market opinion (LMO) report which shows a shortage of workers in Canada in that profession. You must include the LMO report in your work permit application. Americans with certain NAFTA qualifying professions may apply with out an LMO, but still require a job offer letter from that company. That company must also submit proof that they advertised for the position in Canada and a plan to hire/train a Canadian to replace you. In either case, your work permit is tied to that job. When the job ends, you must leave Canada. If you are already a lawful resident of Canada, you may be able to apply for a work permit without a valid job offer. You must hold either a valid study permit, or be a spouse or dependant child of someone who holds a valid Canadian study or work permit and are listed as a spouse or dependant on that permit. There are limitations. If you are outside Canada, and do not have a valid job offer... your application will immediately be rejected.
