Can a school decide to not issue a citation?

There was an accident in the school parking lot today and someone said that they were going to get a ticket for failure to control vehicle, can the school decide to not have the citation issued since the parking lot is private property?
The school would have no say unless it is a college and the police officer is a college employee. Then they would have influence over it. Whether or not you can get a ticket in a school parking lot depends on state law. If it is a public school, it is not private property. In some states, a parking lot maintained by the city, county, or state (like a school parking lot) is the same as a highway and all traffic laws can be enforced. In some states, certain laws like reckless driving can be enforced even in private parking lots that are open to the public, like shopping centers, etc.
