You have barely listed any capital letters, so I will assume your unit is Mbps, Megabit per second. This is actually pretty slow. You can download at 15 KBps (KiloBytes per second) and upload at 26.25 KBps. It would take 4 minutes to download a High Quality photo. If your unit is MBps, Megabytes per second, please update your question so I can update my answer.
My ping is 8 to 12 ms my D/L speed is 50.7 mbps my upload speed is 17.3 mbps yours is slow, compared to mine yours is faster than, say a fax machine or 14.4 kbps modem...
Terrible. No service should be that slow.
pay for a higher download/upload speed. (you should have around 5-10Mbps download for each person using your network) and/or dont use wireless, use a direct connection via ethernet. (if you need to use wireless get a dual band router and wireless adapter and use 5ghz wireless, since 2.4ghz wireless has a ton of interference).
