Why do the Dodgers always choke when it comes to the playoffs?

Because their players are all worn down from going 110% the whole season. Their pitchers like Clayton Kershaw have thrown a ton of pitches and it is hard to keep the 110% going after 162 games.
They don't "always choke". My opinion is that the postseason is something you CANNOT simulate during the regular season. Last year was their first stop since '09, so you can't blame them for going down.

I doubt that anyone really chokes in the playoffs. Just because a team loses doesn't mean anyone choked. The Dodgers won the NLCS in '74, '77, '78. '81 and '88 and won the World Series in '81 and '88. Those years were since the NLCS was implemented in 1969. So, how do they always choke?
You may think that the Dodgers choke But you'll never choke as hard as losing 43-8 in the Superbowl.
They didn't in 1974, 1977, 1978, 1981, or 1988.
