And generally this takes about 6 weeks or more. you don't say anything about what you're doing or what products or filter materials you use, but there's many hints or corrections that might be necessary to complete the cycle properly. without knowing more, I can't really make any sensible suggestions.
Well, there are usually small containers with chemicals (that aren't harmful to fish) that are very cheap that can be used to clear the water if the filter fails to do so. In the future, consider buying a higher powered filter if this continues to happen.
excess nutrients in the water is common in newly set up or cycling or newly cycled tanks thus making it look cloudy. a common nothing to worry about phenomena. eventually the tank will establish and clear up.
