Meaning is the winter sun brighter then the summer sun?
Only when it reflects off the snow. It seems to bother people more because the sun stays down longer in northern places and you have less/shorter high noons
I'm Sure it Does as of the different Conditions, it's darker during winter so they adjust for that :)

The summer sun has stronger sunlight, but the winter sun may appear bright if it reflects off snow.
If you live in an area with snow, you're getting the reflection off of the snow in addition to the overhead sun. It will be brighter to you because of the extra reflection. The light isn't brighter (it's actually more diffuse) but because of the reflection, you get double of that smaller dose.
