I realize there's the weird rule changes in the mlb this season that may affect your answer, so for the sake of this question, just answer it as you would before this season's new rules. Thanks.

The new rule hasn't changed the scoring of any plays at the plate. However it really depends on the throw, and the scorer's judgement.
No. To make the life easier for the poor baseball score keeper. In my opinion it should not be an error or at least a judgement call. It's a different kind of play, a player can wave his arms like Mohammed Ali and cause any catcher to drop the ball. That is a skill by the baserunner, not a error on the catcher in my opinion. If a wide receiver if football, yes, but not a catcher. If a catcher has his head out in left field and as a result drops the ball, then yes, again it should be a judgement call by people who are paying attention to what is happening and not watching another game on their little TV's or cable adult stations.
