Why does San Francisco neglect its homeless population?

Went there not too long ago, saw homeless people everywhere. Right in downtown San Fran!
Examples of the two-facedness of liberalism abound in SF.
Homelessness has been a longstanding problem in San Francisco for many reasons, including the high cost of housing in the city. However, the city does not ignore the problem, they just have not been fully successful at solving it. The city and county of San Francisco sponsor an agency to address the issue; it is called Local Homeless Coordinating Board.
San Francisco actually pays there homeless to be homeless. That's why you see so many of them compared to other cities. Blame liberal lunatic's for that one. Want a model on how to ruin a state, use CA as the model.
We don't owe them anything. Paul stated in 2nd Thessalonians 3:10-20 that if a man is too lazy to work, then do not feed him and let him starve. This is tough love in practice, which is God's way. Soon enough, the hungry lazy man will stop being worthless to society and instead choose to go to work. God hates sluggards / lazy people, this is very biblical.
