You certainly can work there without selling alcohol. Additionally, a person under 18 can sell alcohol at an off-sale establishment (e.g., liquor store), so long as the minor is under the continuous supervision of a person 21 or older. Absent such supervision, sales must be by a person 18 or older. (Bus. &Prof. Code 25663(b).)

You can work there, you can't sell or handle the alcohol until 18.
If you are 16 years old, you can typically find work in grocery stores, restaurants, coffee shops, fast food and retail. You can call the Liquor store and ask them, but I don't believe you can.
