They do not have to give tickets, enforcing the law is up to the officer's discretion. Patrol cops are less likely to write a traffic ticket. Traffic cops are almost always going to write you a ticket because that's what they are out there to do. Your best chances of not getting a ticket is if you're being stopped by a patrol officer. If its a traffic cop and you really deserve the ticket... well you better be able to make him laugh. I only ever got out of a ticket by traffic cop one time. He asked me why I was speeding and I said "I was traffic pacing" To which he replied "... all the traffic is way up there." And then I said, "I know, I was trying to catch up." He let me off.
The year before I retired an audit of traffic stops by patrol n my huge city showed that 83% were resulted in no citation. We have gone form over 300 traffic officers to less then 25 in the past 30 years. Even those few officers wrote tickets in less then 70% of stops.

Nope they don't have to, they can use discretion. City cops are much less likely to ticket you than Highway Patrolmen/State Troopers since highway patrol/state troopers MAIN job is to enforce the law on the roads. City cops are usually looking for bad licenses, warrants, DUIs/DWIs etc.. when they pull a person over.
