You rent the helicopter - then you hire the flight instructor for each lesson - Helicopter rental is per hour, and includes everything, fuel as an example - You may need to acquire books and manuals, to study - All that is done at any flight school operating helicopters -
There are a lot of places that you can train to fly helis. Check your local area. Usually you will fly something like the Robinson R-22. Keep in mind that rotary licenses run a fair amount more than fixed wing! Good luck.
