How come my windows 8 pc wont read my t-mobile concorn?

I bought a T-Mobile Concord Android phone. I plugged it into my Windows 8 computer. Then under 'Computer' it showed my OS drive, Local Storage, and another one called 'CD-Autorun' which when opened seemed to be my android device. So anyway a few miliseconds after I looked in that folder a little message popped up in blue in the top right corner saying "Choose what you want _____ to do when plugged in" or something similar to that. So rightaway I clicked on 'autorun' thinking that would install my drivers for the phone. After a few minutes it showed the device installer installing the proper drivers onto my computer. After it completed I went to the phone and enabled 'USB Debugging'. Then on my computer I went to "Computer" and did not see the device anywhere. So is there a way I can make it so that when I plug the phone in it will show me that option of choosing what to do upon plug in? Please don't recommend any software like Kies, seeing as I am an android developer and do not wish to use that. I need to be able to manually put files onto the phone. This is the only time I had trouble doing that with an android device. If someone could explain what I should do, I would be greatly appreciated. Connect your phone to your PC. On the phone go to the notifications, there should be a "connected as" something message. If it says camera or PTP, click on it and change it to media device (MTP). If it's already set up as a MTP, then I dunno.
