They knew full well that reports of prisoner abuse would not go over well in the US. Press photographs of the numerous flag-draped coffins coming home were not allowed - to hide the numbers of American dead. It went on for years,and it was exactly why much of press turned against Bush,they didn't like being used when there were war crimes being committed. There's a reason why prisoners were taken to Guantanamo, if they had been brought to the US, there would be war crimes charges. Technically, Gitmo isn't US territory, and the prisoners were labelled "foreign combatant" instead of prisoners of war.
