First apply your foundation like you do regularly. Then take a tissue from a normal cleenex box and tear apart the layer so that you only have one and press the layer of tissue under your eye once to remove excess oils. Then use a concealer that is specifically meant to go under your eyes. For more coverage buy a concealer that is solid instead of liquid.
Go to Sephora and they'll help you out. I read from one of the beauty magazines that using a concealer with a peach undertone helps. Also if you let your eyes stand out, it detracts from the eyebags and under eye shadows. I hope this helps.
I use eye cream which reduces wrinkle, bags, puffiness, etc. Avoid foundation around then then apply a concealer, one to brighten.
