You have to get the mission from one of the contacts in your phone, or you can ask another player to start up the mission and invite you. Once you have played the mission, it will forever be accessible in the pause menu for you to replay as many times as you like.
i remember you had to host a job to get this mission, just go host a job and search it under rockstar created and it should be there :)
