I think it's acceptable. They are both independent clauses that can stand alone without context, but the thoughts are connected. When using semicolons, follow this rule: independent clause; independent clause.
Yes. Perfectly fine and very expressive. I wish people used them more often. But, "I" then "he"? Who is he? They should agree.
Julia, your sentence is totally a mess. Julia, are you not aware that all sentences start with a capitalized first word? Julia, are you not aware that sentences that are questions require a question mark? Why did you use a"/' for? What you ask as to the semi-colon is correct but all you had to do was to use Google to check on when to use a semi-colon. But Julia, the sentence after the question is not correct at all.
