The person you should be calling and asking for diapers is the baby's FATHER.
I'm here in Atlanta area. There is no help but the Daddy to pay up for diapers and wipes. Too many new single moms expect handouts for the baby they did not plan for, so charity for diapers has pretty much stopped.
